There is no serious effort by the regulators to combat business opportunity fraud with education if a single Canadian site can outrank the FBI!
I would like to pat myself on the back for doing so, but honesty compels me to put up another picture.

They are kicking ass with both their recommendations and warnings.

The FTC Franchise Rule which relates to business opportunities is the exact same legislation in Ontario. We simply copied that part of the Franchise Rule to regulate business opportunity sellers.
Alexa does have it flaws, but when you are comparing site X and site Y which talk about the same thing, the flaws ought to cancel out.
If the FTC and its partners are serious about educating people about business opportunity frauds, then their website would not be out ranked by mine.

However, what does a Canadian website have to do with a US Government agency?
There are 299,000 other websites that must outrank one of our government sites. But, who cares. Especially if it is an Alexa ranking...
Alexa is a toolbar-related ranking tool. It only ranks sites based on the number of users who have an Alexa toolbar in use on their browser.

You make a good point about the sites not being optimized very well for the keywords.
I am sure that they could do better.
It just seems a disorganized effort on their behalf.

I think there are a few things that hold back the sites you mention from getting traffic.
1. They often can't mention specific companies by name as they do not want to tip off companies that they are preparing cases against...
and the cumulative traffic from people searching for specific companies is huge, which is why sites like ComplaintsBoard and RipOffReport have such high alexa rankings.
2. The law enforcement sites are just poorly optimized even for the more generic keywords, but even if they were optimized well for them I'm still not sure they could build more traffic than a site that is in a better position to mention specific company names.
I know that *I* need your site and once I get more familiar with it I hope to be able to push more people to it the same way I've been pushing people over to Eagle Research Associates as there is a lot of great information on this site that goes WELL beyond my expertise.
