How do they get away with this? How can these con criminals continue to scam and defraud the public?

One reason is the size of the victim group, generally between 150 and 200 individuals. These individuals are spread out through the United States and Canada. They have never met each other, a good number of them are embarrassed about the money that was stolen from them. Most remain bewildered to learn that con criminals will not spend much time in jail, and then become frustrated with the lack of accountability from the Justice system.
There is a change in the legal system which would shed more light on this dark area of fraud - each of the states which require business opportunities to register with the regulator should post those registrations on line, and allow individuals to review them prior to contacting the distributor. More importantly, the sales materials should have to be registered and viewable online. It would be very helpful to compare the sales materials with what convicted con criminals used in the past.
